The text in the circle is the first verses of the Torah: "Now the earth was astonishingly empty, and darkness was on the face of the deep, and the spirit of God was hovering over the face of the water..." (Genesis 1:1-2), inside the composition - "astonishingly empty and chaos" (in another translation - "the earth being unformed and void") and "the breath of God", and on the outside the letters of the Hebrew alphabet; tradition adds that they existed even before the creation of the world and served the Supreme in the work of creation.
